Nuclear weapons deliver no security — only the promise of annihilation.

The International Day for the Total Elimination of Nuclear Weapons calls on us to remember this central lesson of the Cold War, when humanity gambled with its very survival across decades.

Sadly, the shadow of nuclear annihilation is still with us and spreading fast, fueled by divisions and mistrust, along with rising military spending, growing stockpiles, and countries rattling the nuclear saber as a means of coercion.

Humanity is headed in the wrong direction. It’s time to chart a new course for lasting peace through disarmament.

In last September’s Pact for the Future, Member States recommitted to the goal of the total elimination of nuclear weapons. Countries must place dialogue over division and disarmament over destruction — not through words, but through action.

On this important day, I call on states that possess nuclear weapons to lift this shadow hanging over humanity. Honour your disarmament obligations and commit to the total elimination of nuclear weapons.

EVENTS: This Day provides an occasion for the world community to reaffirm its commitment to global nuclear disarmament as a priority. It provides an opportunity to educate the public - and their leaders - about the real benefits of eliminating such weapons, and the social and economic costs of perpetuating them. 

Commemorating this Day at the United Nations is especially important, given its universal membership and its long experience in grappling with nuclear disarmament issues. It is the right place to address one of humanity's greatest challenges; achieving the peace and security of a world without nuclear weapons.

The high-level meeting will, inter alia, raise awareness about the threat posed to humanity by nuclear weapons and the necessity for their total elimination in order to mobilize international efforts towards achieving the common goal of a nuclear-weapon-free world. Further information on the programme and inscription on the list of speakers will be conveyed in due course. Delegations are encouraged to be represented at the highest possible level.

Statement of the U.N. Secretary-General on the International Day for the Total Elimination of Nuclear Weapons 2024


This tenth International Day for the Total Elimination of Nuclear Weapons arrives at a troubling moment.

Growing geopolitical divisions and mistrust are driving tensions to new heights. Instead of dialogue and diplomacy being deployed to end the nuclear threat, another nuclear arms race is taking shape, and saber-rattling is re-emerging as a tactic of coercion.

We need to stop the madness before it’s too late. On this important Day, the world must deliver a clear and united message: the only way to eliminate the nuclear threat is to eliminate nuclear weapons.

Disarmament and non-proliferation are two sides of the same coin. Progress in one spurs progress in the other. States must pursue both as a matter of urgency.

Nuclear weapon States must lead the way by honoring their disarmament obligations, and committing never to use nuclear weapons under any circumstances, or threaten to do so.

The treaties and instruments that seek to prevent the spread and testing of nuclear weapons and bring about their elimination need to be reinforced and adapted to meet today’s challenges, including to address technological changes that could increase the threat.

Just days ago, the Summit of the Future — and the Pact for the Future that l.emerged — resulted in a new global commitment to revitalize the global disarmament regime, and bring our world closer to our goal of total elimination of nuclear weapons.

Our future hangs in the balance. Let’s eliminate these weapons from our world for good.

Statement from the United Nations Secretary-General on the International Day for the Total Elimination of Nuclear Weapons 2023; September 26th.

The International Day for the Total Elimination of Nuclear Weapons reminds us that a peaceful future depends on ending the nuclear threat.

Geopolitical mistrust and competition have spiked the nuclear risk to Cold War levels. Meanwhile, hard-won progress over many decades to prevent the use, spread and testing of nuclear weapons is being undone.

On this important Day, we re-affirm our commitment to a world free of nuclear weapons and the humanitarian catastrophe their use would unleash.

This means nuclear-weapon States leading the way by meeting their disarmament obligations, and committing to never use nuclear weapons under any circumstances.

It means strengthening the nuclear disarmament and non-proliferation regime, including through the Treaties on Non-Proliferation of Nuclear Weapons and the Prohibition of Nuclear Weapons.

It means all countries that have not yet ratified the Comprehensive-Nuclear-Test-Ban Treaty to do so without delay, and for those States that possess nuclear weapons to ensure a moratorium on all nuclear testing.

It means taking into account the evolving nuclear order, and addressing the blurring lines between strategic and conventional weapons and the nexus with new and emerging technologies.

Above all, it means deploying the timeless tools of dialogue, diplomacy and negotiation to ease tensions and end the nuclear threat. The recently launched Policy Brief on a New Agenda for Peace calls on Member States to urgently recommit to this important cause.

The only way to eliminate the nuclear risk is to eliminate nuclear weapons.

Let’s work together to banish these devices of destruction to the history books, once and for all.

The Russian Federation announced on 21 February 2023 that it will suspend its participation in the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (“New START”).

The first session of the Preparatory Committee for the 2026 Review Conference of the Parties to the Treaty on the Non-proliferation of Nuclear Weapons took place at the Vienna International Center from 28 July – 11 August 2023.

The second Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons will take place at the United Nations Headquarters from 27 November – 1 December 2023.

Mr. President of the General Assembly,
Excellencies,
Distinguished delegates,
Ladies and gentlemen.

We come together on this international day to speak with one voice.

To stand in defense of our world — and our future.

And to reject the claim that nuclear disarmament is some impossible utopian dream.

Last month, I had the honour of visiting Hiroshima and meeting the brave survivors of the 1945 attack, the hibakusha.

Each year, their numbers grow smaller.

But their message grows louder.

Nuclear weapons are the most destructive power ever created.

They offer no security — just carnage and chaos.

Their elimination would be the greatest gift we could bestow on future generations.

Excellencies,

The Cold War brought humanity within minutes of annihilation.

Now, decades after the fall of the Berlin Wall, we can hear once again the rattling of nuclear sabres.

Let me be clear.

The era of nuclear blackmail must end.

The idea that any country could fight and win a nuclear war is deranged.

Any use of a nuclear weapon would incite a humanitarian Armageddon.

We need to step back.

Last month, at their tenth Review Conference, the parties to the Treaty on the Non-Proliferation of Nuclear Weapons came close to consensus on a substantive outcome.

Despite meaningful engagement by parties across all three of the Treaty’s pillars, this unique moment failed to result in the outcome we so desperately need.

We are disappointed — but we will not give up.

I urge all States to use every avenue of dialogue, diplomacy and negotiation to ease tensions, reduce risk and eliminate the nuclear threat.

More broadly, we also need a new vision for nuclear disarmament and non-proliferation.

My proposed New Agenda for Peace calls for meaningful disarmament and developing a common understanding of the multiple threats before us.

We need to take into account the evolving nuclear order, including all types of nuclear weapons and their means of delivery.

And we need to address the blurring lines between strategic and conventional weapons, and the nexus with new domains of cyber and outer space.

I pledge to work closely with all Member States to forge a new consensus around how we can collectively defuse these threats and achieve our shared goal of peace.

As the world comes together for the General Assembly, we have an opportunity to shape a more peaceful, trusting and sustainable future.

Without eliminating nuclear weapons, there can be no peace.

There can be no trust.

And there can be no sustainable future.

Let’s leave this year’s Assembly with a new commitment to work towards the peaceful future we all seek.
